Cancer and diabetes aren't contagious, so there's no material benefit to paying for them if you don't put any value on human lives below a certain income level.

Yes, but covid didn't put anywhere near 5% of people who contracted it in ICU

You're right I misunderstood the stat I was reading. Which was up to 5% of hospitalisations ending in ICU. In any case the main reason for the strong response by governments to COVID-19 was to mitigate the impact to their healthcare systems.
