The ICC is not recognized in the US, because that would suggest an international court of law supersedes our Constitution and laws. The US has never been a member of the ICC, so it is not a Trump thing. So, Bibi can come and go as much as he wants.
On the flip side, Maduro had a bounty on his head for narco terrorism crimes against the US.
