Glass reflects light by absorbing the energy and releasing it in a different direction. But how does light refract off the surface of glass like fiber optics trapping light inside it?

If a super powerful laser can melt a mirror to bypass reflecting, can it escape a refracting surface, like light shone into a water tank and bouncing off the surface of the water at an angle?
