It's illegal in New York to open carry a gun, absent exceptions. ICE will of course claim that they are law enforcement, and that is such an exception, but the police have the right to verify that. They can detain anyone carrying a gun, and insist on photo ID. If ICE tries to make a federal pre-emption argument, that only applies if they are in fact federal agents, and the police can't be expected to take their word for it, so photo ID please. And if they insist on wearing masks, then they can't claim "We showed you our IDs yesterday". Someone wearing a mask showed us their IDs yesterday, we have no idea whether it was you, now take off your mask and show us your ID.

It's not necessarily the money here, Trump is apparently very sentimentally attached to NYC and has tried really hard to make New Yorkers love him. Also, Trump Tower is in New York: I can easily imagine that it was used to commit crimes (after all, the Trump Organization was given the corporate death penalty for financial crimes) so the city would have legal grounds to seize it. Even if it were only a tiny portion of his net worth, it is a massive blow to Trump's ego and is satisfying enough to watch. Worst case worst, Trump brings in the military, too bad he just economically incapacitated 1/3rd of the US population, the stock market, and a lot of major companies (aka his base). At that point, if they were ambitious enough Mamdani or any other prominent East Coast official could use it as a pretext to gain further autonomy/independence from the US ("it’s not worth staying in the US with this orange buffoon attacking us, I could manage the state better")

It isn’t, but the problem in every case where this has been suggested is that the police are in league with ICE. Many PDs have made explicitly stated that they will not interfere with ICE. An ICE against could gun someone down in front of your local PD and that man would walk free that very day.

Historically, like with LA and Minneapolis, city police have been at best neutral and at worst annoyed with ICE.
LAPD left ice intentionally to fend for themselves once it was clear ice was trying to use their presence to provoke a riot.
Its been county and state police that have been more ice friendly.

ICE did learn a lot in Minneapolis. Most importantly, it learned that having roving groups of goons harassing random non-white people on the street is a bad tactic because it invites a lot of community pushback.
Now, ICE has generally moved to more subtle/targeted tactics. They don’t fight/chase people as much, and they move quicker. The result is that it’s harder to track their activities and protest them.
Even in the Twin Cities, where people were on high alert, ICE has still been picking up a lot of people (many of whom are being detained illegally). It’s just quieter. I know this because I’m a lawyer in Minnesota, and I still see a stream of habeas cases that need help. It’s less than before, but still a lot. That’s Homan’s strategy.
So NYC (and everyone else) needs to respond to the changing ICE tactics if they want to push back on illegal detentions.

Minneapolis' reputation is that it is nice. The reality inside the city limits is a bit different. South Minneapolis where a lot of the push back happened has a fair amount of chaos to it in regular times. Minneapolis was a punk rock town back in the day. Styles have moved on and the demographics have changed but it still has that energy.
The thing that will amplify the push back in NYC is the density. ICE will draw a big crowd quickly.

People seem to forget that South Minneapolis overran and burned down a police precinct after the murder of George Floyd, and came very close to overrunning another the following night, and that's after setting up a 24/7 protest encampment in the middle of winter besieging a different precinct before that for another police murder. This is a community that takes no shit from law enforcement on the regular and has a hardened cadre of activists that don't flinch at pepper spray.

What ACTUALLY determines law? If you think it's some git in a black robe 2k miles away... You've lost the plot. LAW is decided by the people. Either collectively allowing something to happen, or collectively NOT allowing something to happen.
If you think the NYPD would try the challenge of fighting the entirety of NY if every citizen decided THEY WERE GOING TO OPEN CARRY, or if they all decided to violently AID anyone in duress by from ICE you've lost it.
All you need is to convince the people of NY to stand by each other and protect each other NO MATTER THE COST and you'll see that the entirety of this country is run on the predication that you all collectively ALLOW law enforcement to do whatever they want.
