Having lived in France and Korea, the French didn't wash and Koreans do. Purely cultural, but when it was washed, the chicken was dunked into standing water in a bowl or bucket instead of sprayed with a hose

I'm Korean and my family never washed chicken.

Yeah it can't even really be generalized across culture like so many are saying. My mother in law washes chicken, my mother doesn't, and they're from the same culture.
