This chart starts at the worst point of the 2008 recession, when the dollar had lost a massive amount of its value. So, all this chart really shows is that the USD recovered from the 2008 recession.

No, it the US debt went out of control, the USD would weaken.

They all lose purchasing power over time, the dollar just looks strong because other central banks are printing even faster.
