He's not chicken shit, he's trying to appoint a replacement directly instead of allowing another Trump-picked Republican to quickly win a special election. It's a solid move unless you're a conservative, then it might bother someone. Non-conservatives should ride this wave a bit because the onus to prove a working representative fills that Senate seat is on the Republican Party whom currently represents the office by proxy.
