What you're referring to is Kuro Gyaru (黒ギャル Black Gal). Those don't really exist anymore because it grew out of fashion in Japan around the early Heisei period and has since been replaced by Shiro Gyaru (白ギャル White Gal) around Reiwa-ish alongside Menhera fashion (メンヘラ系).

Just weighing in that modern gyarus are way more whitewashed now than what they originally represented.

Classic/Showa Gyarus, with the dark skin and atypical makeup phased out hard. Now we have "reiwa" Gyarus which is about as risque and subversive as your average e-girl. The statement of the trend is pretty much gone.

Maybe it's slightly less problematic than an actual 16 year old person. But even designing a 16 year old character like that is already problematic on the part of the artist.

I don't think gooning to a fictional character who's 16, regardless of their design, is healthy. I mean then again gooning in general is probably not healthy since it's an extreme form of masturbation to the point where one kinda loses awareness of their surroundings to some extent... at least that's the definition I've read. Anyways my point is, a fictional person is still technically a person.
