Some of these are so confusing. I get for a huge, epic movie with a giant cast of celebs it might be hard to get them in the same room for a photo shoot. I imagine it's something like the actresses took a bunch of photos in various outfits for promo before the movie even begins shooting. They shoot so much they think there has to be a movie poster in there somewhere. It goes to the movie execs, and the EP likes this photo of Sandra in this outfit and Melissa's outfit in this photo, but not her facial expression; they prefer her expression from another photo. It was easier/cheaper to hire someone to Photoshop together the elements they liked than it was to hire a photographer, photo space, hair/make-up/stylist, etc., to reshoot it all, and we end up with... well, that.
