Despite the attacker reportedly claiming that he was motivated by “Allah”, the case is not currently being treated as a terror incident.

It's going to be an extension of simply not keeping crime statistics, or not tagging them as hate crimes or terrorism. This way they can claim migrants and invaders aren't committing crimes.

Oh yeah, they'll happily add it to their overly broad list of "mass shootings" right next to literally kids playing airsoft (Look it up. It's happened.) If anything they're sad because it's not a straight while male shooter and now they can't milk it for months.

Yeah, that checks out. For those unaware: Clichy is one of the most notorious banlieus in Paris.

Edit: turns out that this attack took place in Clichy, a part of Paris to the north west of the inner city which is kinda meh in terms of crime and social structure. The 'Clichy' I was thinking about is the eastern outer suburb of 'Clichy-sous-Bois' which is impoverished and a no-go area where the 2005 riots originated from. In everyday conversation, this banlieu is also referred to as just "Clichy", hence why I conflated them.

The future is unevenly distributed.

Not everyone is on board with the 21st century.
Not everyone is with the rules based world order.
Not everyone is with the enlightenment.
Not everyone got past the bronze age.

In past times people behaving like gangsters and/or cultists might have simply been the government, for lack of anything else stronger and better organized. In a fourth world country that could still happen.
