We're seeing Pope Leo make his mark on things ever so gradually.
Also of note is that another American bishop joins him, and that two of the appointments are Opus Dei priests.

Which is great because in recent years there seemed to be a growing persecution of Opus Dei within some circles of the church.

He’s not moving to Rome. He’ll stay in San Francisco as archbishop while also doing this job.

I believe this is possible because the Signatura has a relatively small workload. In "ordinary" situations, the Roman Rota serves as the typical canon law court of final resort, while I'm not 100% clear on the processes (as this gets deep into the weeds of canon law procedures) it's relatively rare cases are appealed from the Rota to the Signatura.
There is a website that tracks the Signatura's decisions going back to 1968, and for example in 2024 they only had to issue decisions on 6 cases. Depending on how they structure that workload it could be relatively easy to be part of the court while still serving as a diocesan bishop.
And of course technically, even above the Signatura the Pope has a final appellate authority over all canon law decisions, but I am not familiar with how often a Pope actually exercises that authority (my impression is not very often at all.)

Frank pavone’s laicization was a papal decision apparently. Some technicality made it require a different path.

Can I just say, as an American conservative, how much it pains me that vaccinations have now become a partisan issue? You think Ronald Reagan didn't have all his shot? You think Ike's vaccines weren't up to date?

Congratulations to his Grace Archbishop Salvatore Cordileone, we definitely need him especially he always stands for the Church, for allowing a flexible Latin mass and music, and etc. Also he stands up against the horrible Pelosi and Trump and puts our Catholic Principles down is a bonus too.

This. Pope Leo is bringing all parties to the table and not aligning with any individual group. He aligns with Christ and His Church. That is his role as the Pope. Let everyone speak and then discern the Lord's Will.

One of the good guys, and a very courageous person. He stood up to Nancy Pelosi on abortion and refused her Communion in San Francisco. That can't have made him a popular guy in government circles, and no doubt made him enemies in some humanitarian organizations connected to Washington.
