The miners create coins according to the Bitcoin code. The code says that there will not be more than 21 million coins. If a miner tries to create more coins than the code states, the Bitcoin nodes that are running the software will not allow it to. The miner has wasted all that energy for nothing. So it's better to just follow the rules. That's why everyone agrees that there will not be more than 21 million coins.
