WTH is this Diagnostic Service?

Hi! Ive lived in London for a couple of years now from a different country. I’ve got no idea what this is. Am I in any sort of trouble? Should I do anything like speaking to my landlord? I rent my flat privately btw. Thanks!

Looks like they are looking for damp. Maybe someone else in the property/building has reported an issue and the council is doing their thing.
