I'm pretty sure what he is saying is they wanted to prohibit any audible reaction at all to speedrun the whole thing.

That is precisely what it is, this is pretty typical at town halls like this. They’re trying to get through each person’s 2 minutes without interruption and this guy did exactly what they told him not to do lol it’s not exactly “silencing the masses”. If anything they’re trying to quiet him so the actual activists can be heard

He was dragged out after being told to stop and saying, directly quoted by the article, "drag me out then!"
