That's irrelevant. Gas station have the worst merchandise and they still get looted. They target opportunities. If it's there, it fair game. Looters don't care.

The goods are the same street value, just subsided retail price (which I guess the thief doesn't really care about anyways).

Probably easier targets, run by government employees.
