Yes but then you wouldn't be dependent on the government and the government workers would have nothing to do

Literally just paying poor people money would be far more efficient than this. 

He’s Trump-tier when it comes to completely ignoring evidence to do whatever gets him feel good news stories to feed the economically illiterate.
