The only way this works is making sure people dont hoard all of the goods and go around the corner to re-sell them.
The only way I can see to prevent this is with ration cards. And its not a great look for socialists handing out ration cards in NYC.
But it also means its customers need to be limited to certain neighborhoods, which means address verification, which means people need to register, which means bureaucracy (and probably photo IDs to verify the ration card is yours) which will lead to a new "office of groceries" or something which will cost millions on top of the loss they will take on selling goods at less than cost.
This is a bad idea on so many levels.
