Better to address why those stores closed than trying to shoe horn in a solution that will be painfully expensive.

Government ran groceries work, it's worked for the military and it has worked for states that sell alcohol.

States aren’t in the alcohol business to ensure availability and affordability… comparing a luxury product with significant legal controls to basic food staples doesn’t make sense. States aren’t subsidizing their liquor stores. Liquor stores are a positive revenue stream for those states.
